With its first Five-Year Plan, which provided detailed numerical goals for all sectors of the economy and labor for the years 1951-1955, the GDR aligned itself with the Soviet rhythm of the planned economy. At its core was the massive expansion of heavy industry. Industrial production overall was to be nearly doubled, while agricultural production would be boosted by 25 percent. This was to be made possible through stepped-up efforts to provide training to the necessary skilled personnel and through technical progress in manufacturing.

Mit ihrem ersten Fünfjahresplan, der für die Jahre 1951-1955 für das gesamte Wirtschafts- und Arbeitsleben detailliert in Zahlen gefasste Ziele vorgibt, passt die DDR sich an den sowjetischen Rhythmus der Planwirtschaft an. Im Mittelpunkt steht der massive Ausbau der Schwerindustrie. Die Industrieproduktion insgesamt soll fast verdoppelt, die landwirtschaftliche Produktion um 25 Prozent gesteigert werden. Vermehrte Qualifizierungsanstrengungen für das notwendige Fachpersonal und technische Fortschritte in der Produktion sollen dies möglich machen.

Com o seu primeiro Plano 5 anos, que forneceu metas numéricas detalhadas para todos os setores da economia e da mão-de-obra para os anos de 1951 a 1955, a RDA alinhou-se ao ritmo soviético da economia planeada. A essência estava a expansão massiva da indústria pesada. A produção industrial em geral deveria ser quase duplicada, enquanto a produção agrícola seria aumentada em 25%. Isso deveria ser possível através de esforços intensificados para fornecer treinamento para o pessoal qualificado necessário e através do progresso técnico na manufatura.
